As I see it, limbo is neither here nor there. Heaven or hell.

I like to think one is in a holding pattern. If it exists, I believe it's where I will be when my time comes and I will be plugged in to a TV for eternity.

It seems to me like Peter is there, but no one can see him (except Walter a little bit). When he finally appears he's going to be like, "I was here the whole time!"

Walter has seen Peter, but he doesn't remember who Peter is, because Peter never existed.

limbus is also the root of limbic, as in the emotional center of the brain called the limbic system, which was pretty heavily featured in the episode.
